B.O.O.T. is a weapon created by Cisco Ramon for Joe West's task force and is intended to be used to apprehend meta-humans. Cisco Ramon was hired by the Central City Police Department to create a weapon to assist the anti-meta-human task force. The B.O.O.T. was first used at a Flash Day rally to commemorate The Flash, against an attacking meta-human, "Atom-Smasher", though it was ineffective. The B.O.O.T had a restrainer which was supposed to subdue meta-humans by emitting electrical shocks to neutralize the wearer.
The B.O.O.T was later used on Christmas Eve when Patty Spivot used it to tether The Flash to the floor, while she planned to kill Mark Mardon. While The Flash was unable to get out, he was able to talk her out of killing him. Furthermore, when Geomancer attacked S.T.A.R Labs, Caitlin Snow used it on the attacker, shooting his neck, when aiming for his leg. The taser took him out long enough to apprehend him. The B.O.O.T was later employed on Hunter Zolomon when The Flash used the device to anchor the villain to the ground, rendering him temporarily immobile. However, after a short conversation, Hunter was able to escape from the grapple and run away.
Wally West encountered a meta-human from Earth Two and the meta was about to use his powers, until Joe West used the B.O.O.T and stopped him from attacking Wally. The B.O.O.T. was used on Hunter Zolomon when Team Flash tried to send him back to Earth Two, without the Flash, but Hunter took Joe with him to Earth Two, holding him captive in his lair. It was used again, this time against Shawna Baez when she returned to Central City. Iron Heights' metahuman wing uses an upgraded version of the B.O.O.T. with power-dampening tech.
Specifications
- Mechanised hook : The central weapon on the B.O.O.T is the hook that is launched on to the target. Taser : The weapon is able to release extreme amount of electric shocks, recorded at 90,000 volts, to anyone who the hook lands on.
- Grapple : The hook is able to grapple and anchor foes to the ground, leaving the launching mechanism at speeds so fast that even the The Flash could not evade the device; however, it is unknown if it can anchor assailants in other directions.
- Power-dampening tech : A variant used by Iron Heights disables metahumans' powers, in addition to weakening them.
